Any sound editing program, such as MM's SoundEdit series will do it for you. Also, if you want to be real tricky, try this:
Copy a sound to the clipboard. Open MoviePlayer or some other such program. Choose New and Paste. You should end up with an audio only QT movie, which is an AIFF file (basically). You may need to use ResEdit or something to copy the sound.
