Conference Goals

The goals of this conference are:

  1. to explore the special needs of children, elders, and people with disabilities in relationship to terrorism and disasters and
  2. to provide guidelines to assist CERT members in responding to populations with special needs.

About the speakers...
Gilbert Reyes, Ph.D., is Associate Dean for Clinical Training at Fielding Graduate University and a consultant to the Terrorism and Disaster Center at the University of Oklahoma Health Sciences Center. He has provided mental health support to people affected by a variety of disasters including hurricanes, tornadoes, and the 9/11 attack on the World Trade Center. Gil has consulted with the International Federation of Red Cross and Red Crescent Societies and co-authored that organization’s training manual for Community-based Psychological Support. He recently edited a four-volume book entitled, Handbook of International Disaster Psychology and is currently co-editing The Encyclopedia of Psychological Trauma.

Rose Pfefferbaum, Ph.D., is Program Director for Terrorism and Disaster Preparedness at Phoenix College and a Project Director for the Terrorism and Disaster Center at the University of Oklahoma Health Sciences Center. In these capacities, Rose has taken the lead in developing a Community Assessment of Resilience Tool (CART©) to be used by communities in assessing their resilience to disasters. As the former Director of Gerontology at Phoenix College, she has developed and implemented multiple programs for older adults and those who serve them. Rose is a member of the City of Phoenix CERT Working Group and she represents the public sector on the Arizona Central Region Citizen Corps Council.

Donna Powers is the Director of Living in Motion, the transportation department within LIFE, Inc. that promotes safe, affordable, and accessible transportation for people with disabilities and seniors in three cities. Policy making for public transit improvements and exploration into emerging issues is also involved. As the current Chairperson of Phoenix Homeland Defense’s Special Populations Subcommittee, Donna has helped to integrate the needs of the elderly and people with disabilities into the main curriculum of the Basic CERT Instruction Manual and has participated in a variety of CERT drills. She also serves as the current Chairperson of the Statewide Independent Living Council. In this capacity, she assists with Council activities and makes presentations to various centers and support groups, including CERT members, about living independently with a significant disability.
