Critical components include strategic and divisional planning; core values; core indicators of effectiveness; student academic assessment; student engagement; and national benchmarking projects. |

The integrated planning, effectiveness, and improvement process is designed to promote the continuous improvement and attainment of the Estrella Mountain Mission and Goals.
Some specific examples of how continuous quality improvement occur are: 1) The Estrella Mountain Strategic Plan is monitored and improved by Leadership Council every few months rather than once every several years; 2) At least three key stakeholder improvement interviews (six to seven per year) are conducted each fall and spring semester as part of the institutional effectiveness process; 3) All divisional plans are updated each year and include a progress report on division objectives; 4) The College’s Core Values are assessed periodically by all employees and improvement teams are assigned to address gaps in employee behavior and the Core Values; 5) Program review in both academic and occupational areas is conducted using both institutional effectiveness and academic assessment measures; and 6) Student academic assessment, institutional effectiveness, and student engagement outcomes are used as inputs in the process to update the Strategic Plan each year.
The use of national benchmarks and the inclusion of key stakeholders ensure continued quality improvement. Estrella Mountain completes two national benchmark surveys on a regular basis. The college has administered the Noel Levitz Student Satisfaction Inventory and the Community College Survey of Student Engagement (CCSSE). The Noel Levitz survey measures importance and satisfaction with faculty, academic support, and student services. The Community College Survey of Student Engagement builds on retention and student success research. CCSSE questions include how students spend their time; what they feel they have gained from their classes; how they assess their relationships and interactions with faculty, counselors, and peers; what kinds of work they are challenged to do; and how the college supports their learning.
