We completed an initial planning process at Valley City State University a
couple of years ago.  The result of that effort can be found at

We followed a planning model offered by the Center for Innovation in
Instruction, a statewide technology resource in North Dakota.  Their
focus is on K-12, but it worked well for our campus.  The plan
recommended that the campus adopt a universal notebook computing
model with standardized hardware/software and made the transition for
all students this past fall.  We are in the midst of a second round of
planning at the moment.
